Go to the install location of World in Conflict (for example C:\Program Files\Sierra Entertainment\World in Conflict) and create a new folder called "music".
Put the mp3 file you wish to have as your main menu background song there and rename it to "main_menu.mp3". Start the game, and tada! Your favourite song is now playing!
